Finding the Keys to ERSEA is designed to unlock the mysteries of Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) in Head Start and provide new implementation ideas for Head Start and Early Head Start Managers, Coordinators, Directors, and Family Services staff. The Keys to ERSEA institute supports effective programming that is grounded in specific Federal Regulations and best practices for both Head Start and Early Head Start programs, and will address the requirements of the new Head Start Program Performance Standards (HSPPS), Part 1302 – Subpart A – Eligibility, Recruitment, Selection, Enrollment and Attendance. In addition, there will be a brief segment highlighting changes to program structure (program options). Finding the Keys to ERSEA is designed for staff who are new to their role in this area as well as for the seasoned staff who wish to bolster their knowledge and skills. EHS-CC Partnership grants will receive valuable information for creating a solid foundation to help their partners to succeed in the critical ERSEA process.
It is essential that staff have access to accurate information in order to successfully and effectively select and serve the neediest families. Finding the Keys to ERSEA is designed to help staff learn which key rules, regulations, directives or practices are applicable in this area. This institute will also help staff as they consider practices that are consistent with the Improving Head Start for School Readiness Act of 2007 and the HSPPS. New requirements will be explored and discussed for the communitywide strategic planning and needs assessment, serving and reserving 3% slots for homeless families, update of definitions, eligibility requirements, serving children from diverse economic backgrounds, attendance as a predictor of school readiness, and suspension/expulsion.
Finding the Keys to ERSEA is a full 2-day event specifically focusing on the key areas of Eligibility, Recruitment, Selection, Enrollment and Attendance. Discussions of each key area will focus on the questions that programs must consider in order to implement a program that meets the needs of their community. This event will also explore how selection criteria and recruitment practices impact enrollment, and special emphasis will be given to approaching recruitment from a public relations perspective.
The Institute will be delivered in a relaxed interactive setting combining small and large group activities. Institute participants will receive the Finding the Keys to ERSEA workbook that supports the training and includes relevant regulations and other useful resources.
- Participants will increase their knowledge of Part 1302 - Subpart A – Eligibility, Recruitment, Selection, Enrollment and Attendance.
- Participants will expand their understanding of the practical application of Part 1302 Regulations;
- Participants will develop an understanding of the relationship between the communitywide strategic planning and needs assessment and ERSEA;
- Participants will recognize how attendance impacts school readiness, the limitations on suspension, the prohibition of expulsion.
- Participants will explore various program options and examine the connection to the communitywide and strategic needs assesment.
