Non-Federal entities that receive a Head Start and/or Early Head Start award for a five-year period of performance are required to submit periodically a series of Federal reports in the fiscal area. The Uniform Guidance (45 CFR Part 75.302(b)(2) requires non-federal entities to disclose the financial results of each Federal award or program to the funding sources that are accurate, current, and complete (ACC). This requirement applies to the following reports:

  1. Federal Financial Report SF-425 (Cash)
  2. Federal Financial Report SF-425 (Outlay/Expenditure)
  3. Tangible Personal Property Report SF- 428
  4. Real Property Status Report SF-429

This workshop will address the following requirements for completing the three reports:

  • Five requirements that must be implemented to use Head Start and/or Early Head Start Federal funds;
  • Requirements for completing the “Remarks” (Box 12) section on the final report;
  • How to complete the Federal Attachment reports;
  • Reporting requirements for facilities, equipment and supplies;
  • Use of data from the accounting system to complete the reports;
  • Schedules for completing each report and schedules for submitting each report; and more.

Specifically, participants learn how to structure the budget in the accounting system to generate monthly reports that would be used to complete the Federal reports, including credits. The training will address the non-federal entities’ concerns relating unliquidated obligations and unobligated balances, and how to properly record cash receipts and cash disbursements for purposes of reporting. In addition, the training will address the reporting requirements for facilities, equipment, and supplies.

The training will demonstrate the appropriate way to complete the SF-428, including attachments, and the SF-429 and its corresponding attachment. Finally, we will provide the participants with the schedules for completing the report and the schedules for submitting the reports to the Office of Head Start. The Uniform Guidance (45 CFR Part 75) requires that all progress reports submitted to the awarding agency meet the ACC test.

This is a rare opportunity for staff responsible for completion and certification of the reports and the groups responsible for oversight to receive training on the three Federal reports that are essential to the success of your five-year grant. This training will provide you with the structure and discipline to ensure your organization is efficient and effective in completion and submission of the Federal reports.
