Developing A Budget and Budget Narrative For Your Head Start/EHS Grant Application is a Pre-Conference Seminar of the Region IV Head Start Association 2017 Leadership Summit Conference. This seminar runs from 8:00 a.m. – 4:30 p.m. and includes the Public Policy Luncheon. NOTE: Pre-registration is required due to luncheon. On-site registration will not be available. Registration deadline is June 9.
Head Start, Early Head Start and Early Head Start Child Care Partnership grantees and their delegate agencies are required to develop a comprehensive budget that aligns with the proposed program approach and identifies allowable, reasonable, and allocable costs that must be submitted for each year of the five-year project period.
There are fourteen elements to be addressed in the budget process. This workshop will address each of the fourteen elements including:
- The process for aligning the budget narrative with the budget costs;
- The practices that must be implemented to determine the direct and indirect costs if applicable;
- How to describe the Financial Management Systems and the elements of Internal Controls to support the cost objectives in the budget; and
- What required cost sharing and/or volunteer cost sharing will be included to support the federal and non-federal funding in the budget.
In addition, we will provide participants with the process for enacting the five (5) budget amendments, including the requirements for submitting the amendments to the budgets throughout the five-year project period.
If you are interested in submitting budgets that are aligned with the program approach and service delivery mode described in your applications and understanding the process for submitting for prior approval a budget amendment, this training comprehensively addresses each. Participants will be provided tools, and be involved in exercises, designed to strengthen their skills and competency in those areas.
The training is designed for all Fiscal staff, Head Start/Early Head Start Directors, Program Managers, Members of the Governing Body with financial expertise and background and Policy Council and other staff. Space is limited, register early.
