The office of Head Start has made the 2019 Federal Monitoring protocols available at
https://eclkc.ohs.acf.hhs.gov/federal-monitoring/article/fiscal-year-fy-2019-head-start-monitoring-protocols.
The Focus Area One review is an off-site interview. The review begins with the reviewer conducting a document review using data and reports from the Head Start Enterprise System (HSES) and other sources to learn about the grantee’s program design and to understand the needs of the children and families the grantee serves.
Grantees participating in the Focus Area Two (FA2) review will receive notification (60-day letter) of the upcoming onsite review. The assigned Review Lead will contact the grantee following the notification and will partner with the grantee to prepare for the review (planning call). The grantee must provide an updated child list. This list will determine the sample for the ERSEA child file review. The review team responsible for conducting the FA2 review consists of a Review Lead, a fiscal reviewer, and two FA2 reviewers. The team size may vary depending on the size of the grantee.
And, as always, the Pre-K Classroom Assessment Scoring System® (CLASS®) is an observation tool used to analyze and assess the effectiveness of interactions between children and teachers in preschool classes.
